Why Justice carries Libra

Libra's symbol is a set of scales and Justice holds a set of scales. Like Leo and Strength, this is an attribution the imagery makes for you, and it is the other half of the Golden Dawn's Strength / Justice swap - both cards had to move for the sequence to line up with the zodiac.

The card is more exacting than "fairness" suggests. Justice holds scales in one hand and an upright sword in the other, and the sword is doing real work: a judgement that cannot be enforced is not a judgement. Libra is cardinal air - it does not merely perceive balance, it acts to establish it.

Venus rules Libra, which is why the card reads as relational rather than punitive. The question Justice asks is usually about proportion between people: what is owed, what was agreed, whether an arrangement is actually even. Compare it with The Hierophant, Venus's other card, and you get Venus as agreement versus Venus as tradition.

The difficult register

The Libran shadow is the judgement endlessly deferred in the name of fairness, or balance maintained by never saying the true thing.

The three Libra decans and their cards

Libra spans thirty degrees, divided into three decans of ten. Each has its own planetary ruler under the Chaldean order and its own pip card from the Suit of Swords — which is how a Minor Arcana card can be placed against a stretch of the calendar.
