This is the attribution readers find most surprising, because The Lovers has been flattened into a romance card. Gemini is the sign of the twins, of duality, and above all of the relationship between two things - which is what the card is actually about.
The older Marseille version makes it plainer than RWS does: a young man stands between two women with a cupid overhead, and the traditional title in some sources is closer to "the choice" than "the lovers". The card is about standing between two options and having to relate them - or choose. That is Gemini's entire mode of operation.
Mercury rules Gemini, and the RWS image gives the communication axis openly: the figures are not looking at each other but at, and past, the angel above them. It is a card about a bond that is mediated by something - language, understanding, an idea held in common - rather than simple attraction. Read it as duality before you read it as romance and it stops being confusing.
The difficult register
The shadow is the Gemini one: analysing a choice indefinitely rather than making it, or communicating around a decision instead of taking it.
